Hi Graham. Sounds like civil service standard operational procedure. Do you
have copies of all paperwork to back up your story? If so you could choose
to make yourself an election cause celebre by embarrassing the government
(and getting your op bumped up in the process). Alternatively, go back to
basics and pester the fuckers until they give in. Patient persistence.
