and what happens today in counties where the govt tries to ban it."

Turn it around the other way and under prohibition there were loads less alchohol problems. Only a small minority of Americans were slipping into speak-easy's and dancing away the night at the Cotton Club. I'd suggest if prohibition were to be re-introduced (it never will of course) and enforced the alchohol problems we face as society would decrease dramatically
