Legislation to Ban Mandatory Sentencing for Juveniles in WA and NT.

Submissions to Senate Inquiry close this Friday 29th, 1999.

Greens Senator Bob Brown, with the ALP and Democrats, has introduced 
legislation that would prevent mandatory sentencing for juveniles anywhere 
in Australia. Currently mandatory sentencing for juveniles applies in the 
Northern Territory and Western Australia.

Mandatory sentencing for young people flouts international human rights law 
and is a breach of Australia's obligations under the convention on the 
rights of children. Mandatory sentencing discriminates against the 
Aboriginal population as such laws are 6 to 8 times more likely to see 
Aboriginal people (than the non-Aboriginal population) behind bars for 
petty offences. Scores of young Aboriginals, as well as non-Aboriginals, 
are in jail now for such trivial offences as stealing a $2.50 cigarette 
lighter. The Legislation is currently before a senate inquiry.  Please send 
in a short submission. Submissions close this week. For details of the
