The documents suggested the Indonesian military clearly covered up massacres committed there, the AM report said. The revelation adds pressure for Australia to release intelligence reports to the UN inquiry into atrocities in the newly-independent country. AM said the documents made it clear the massacres which occurred there were orchestrated by the Indonesian military (TNI) and, contrary to the Australian government's official line, were predictable. The Defence Intelligence Organisation reported on the day of the East Timor poll, the Indonesian TNI would continue to foster violence and that the violence would remain orchestrated and predictable. The document, classified for very limited distribution, said pro-Indonesia violence occurred within strict guidelines set down by the TNI. "We have good and timely indicators of any likely change in TNI policy on violence," AM reported the document as saying. Specifically, in a massacre at a Liquica church in which many people are said to have been mown down by gunfire, the TNI was culpable whether it took part in the violence or simply let it occur.
