Energy Action Group Inc & the Victorian Local Governance Association present US social and environmental energy activist Dan Berman Delivering his first Australian public lecture 'Energy reform, social justice and the environment' Tuesday 17th October 2000 7.30pm Dan Berman is a social and environmental activist, and co-author of "Who Owns the Sun? People, Politics and the Struggle for a Solar Economy". In this book, Dan explains why investor-owned electric utilities have failed to deliver demand management & energy conservation in the USA. Less well understood however, is the relationship between investor-owned utilities and the failure of community initiated energy conservation programs. As a resident of California's 'green city' Davis, Berman has had first hand experience of the difficulties confronting communities that want equitable and environmentally sustainable energy services in a 'competitive' energy market. Dan Berman currently works as a consumer advocate for Californian electricity customers, in the Department of Ratepayer Advocates of the Californian Public Utilities Commission. California's electricity reforms are very similar to Victoria. Like Victoria California has experienced an increasing number of serious power constraints and blackouts. The security of supply crisis there has resulted in dramatic "pass through costs" to ordinary electricity consumers - with average households bills in San Diego skyrocketing from an average of USD$140 to USD$700. With full retail competition just around the corner for Victoria households, Berman will provide a timely assessment of the risk and costs we face as borne out by the Californian experience. Where?
