Redlining, Economic Discrimination & Essential Services  produced by the
Energy Action Group and the Footscray Community Legal & Financial
Counselling Centre is available at

and was launched by the Victorian Equal Opportunity Commissioner on
Wednesday 9th October , 2002. The Commissioner, Di Sisely strongly
supported the call for economic rights. She said that economic rights
needed to be addressed to ensure civil and political rights, noting
rising inequality and non-compliance with existing equal opportunity
laws. This she argued underlying systemic causes such as economic
discrimination. She pointed to emerging evidence of geographical
"redlining" in the Australian context.
