Depending of the the amount, dyna glide might help. you could also use 
Coke-a-cola and a scotch pad, They have been noted to remove rust for steel 
rather well. (something to do with the acid.in the coke.) One last thought Home 
depot sells a product call ( http://www.metalrescue.com/home.aspx ) I have not 
tried it, but everyone is talking about this. it couldnt hurt to check it out.
