Robert,

That is actually a good sign. You should verify that the same is happening
for all axis: X, Y, Z, and A. The stepper motor for each axis should be
locked when the power is turned on.  That would suggest the control box is
working and powering the stepper motors correctly. It also puts the focus
on the communication between the computer and the control box.

I am assuming you are using Mach3? Do you get any errors when launching
Mach3? You have to first power on the control box, make sure the computer
is connected to the control box and then start Mach3. If Mach3 cannot talk
to the control box, you should get an error when starting Mach3.
