After you compact, make sure you refresh (F5) the Windows Explorer
display that you are looking at to determine the file size.

When I do a compact only, my filesize drops from 39MB to 13MB, then
immediately jumps back to 39MB. My guess is that compact, which is an MS
Access thing and not a Legacy thing, at some point drops and rebuilds
the indices. When you see the file size dip to 17MB, you are looking at
the database after the indices have been dropped, but before they have
been rebuilt. After compact finishes and before you do anything else in
your database, try hitting F5 in Windows Explorer and see if the
filesize doesn't go back to 40MB.
