When Legacy gives you the error and taking you to their web site following
failure of the first install - 
What worked for me was after entering my email on the "Download Legacy 6.0
Update" and clicking "Next"

I then chose "Click Here to Download Full Setup" instead of the
alternative. 

Then I just followed the directions, using Run instead of Save, and it
worked just fine.

The first time, from within Legacy, I had the same problem with the 3% to
0% install issue. 

Hope this works for you. Once 107 gets installed, 108 installs just fine,
unless Legacy did something this morning to
change to 108 directly which likely solves the 107 issues.
