Hi Jenny, I also don't think it matters much, but I think what is more of an issue is how you use the master source and detail source. I tend to use lots of master sources and leave the detailed source for variants. Personally I use one master source for each census location (not one for the year with detailed sources for each location, which I know some do). This way, if I attach a picture to the master source, when the source is attached to the individual, the picture is attached too. In any case I also include some details from the census in the event notes (and in the detailed source too). Whichever you use, it is largely a matter of preference, but to go back to your original question, I too do not think it matters whether you attach pictures to events or detailed source. It depends on how you use the software in total. I just try to be consistent.
