Double-clicking a ZIP file in XP, when you don't have another ZIP
program installed, opens the Zip file as if it were a folder. In the
Task pane is the option to Extract all files.
This is what you need to do.
You can also drag and drop the file(s) out of the left pane onto your
desktop or another folder. (There's always more than one way in Windows)
Gedcoms are often Zipped when emailed as, because they are plain text
files, some email programs put them into the body of the email
instead of leaving them as an attachment.
Once you have the file (extension .ged) you import it into Legacy. In
the import process, choose to begin a new family file.

Double-clicking the ZIP file should trigger the un-Zipping after which the
extracted GEDCOM can be imported.
