It is not uncommon for totally different files types to have the same file extension name. Some times the association may be important, as the association determines the default program that will *open* the file. As an example, the .jpg file association determines the default program that launches if you double-click a .jpg file. However, that association never prevents you from opening that same file in any number of other programs. It only means you would need to start the other program and then use File_Open to open the .jpg.
In this case it probably is not necessary to change the file association. The WordPerfect .usr files are used by WP for project lists and perhaps other things. The .usr file that Legacy creates appear to be for*user* settings within Legacy. Each program will look in the appropriate place (unless you move them) and use their own files at the right time no matter what the association happens to be or the icon they have assigned. As there is no practical reason for most people to ever have to *open* a .usr file manually, the association is immaterial.
