Thank you so much for taking the time to write such a detailed explanation! I'll give it a shot.

Hi Donna, Legacy is not designed to print a bibliography. The Source Citation Report was designed for use by the user, not for publication. The Reports designed for Publication give you endnotes for the sources used in that particular report. So to get a bibliography you are going to have to edit output one way or another. You have 2 options. Option 1 produce a Source Citation Report using Tagged Sources or Untagged Sources only. It seems this option isn't working properly for you. To get it to work. 1) make sure you have the latest build of Legacy 2) use the Reset button on the report and then re-select your options 3) if that doesn't work. Close Legacy, Delete <source.usr>, Open Legacy, Re-select your options This report if you choose Master Sources only AND tagged sources (or untagged if it is easier to tag the sources you don't want) will probably be closest to what you want. Note that it can only be saved as a PDF file so if you need to edit it, you either need to copy the text from the PDF or have a PDF editor. Option 2 Create a book report that will include all the sources you want. For this you would need to have the master sources you don't want included marked for exclusion. You would also, for a bibliography, want to go to Options > Customise - Source Tab and reset all the Source Detail fields to not print. You may want to do this on a copy of your family file. Create the report for RTF and then in your word processor you would need to take the Sources pages at the end of the report and order them in the way they are in a bibliography rather than the order in which they are encountered in endnotes in a report. The work arounds that are needed when you are wanting to do something that the program currently isn't designed to do.
