Sometimes Windows itself does not remember window sizes properly. If you drag the corners to whatever size you want, then hold down the Ctrl key while clicking the "X" to close the window it should stick. Or it might be holding down the shift key, I don't recall. Do it both ways and you should be covered.

That technique should work for main windows. Sometimes child windows are under a different control and cannot be remembered.
