Yes that is what I meant. Sorry I was rushing when I wrote my other email. Though it is possible to transfer a pdf or jpeg to tif why would anyone bother with such a large file without the details that way. I was just stating archival standards we are of course able to do whatever we wish.

If I want to scan a book that is very readable I will make a pdf with ocr options. If the book has old handwriting then I want tif images so I can blow up and examine it in detail. My one of kind old family photos are scanned at 400 dpi tiffs, then I can never have to revisit the scanning process in the future.

I suspect that the point was that if detail has been lost in conversion to
JPG then it is gone forever.

Just as you can change a TIF to a JPG or 'print' a TIF to a
PDF file, it is perfectly possible to change a PDF or JPG
file into a TIF.
