You need an uptodate version of OOo (I think 2.2 or later) which contains Base. 
To open in Open Office, firstly create a copy of your .fdb file and change it 
manually to .mdb; you will get a warning about changing file names but ignore 
this.

Right click on the quickstart icon and select Database. On the window which 
opens click the "connect to an existing database" radio button and select 
"Microsoft Access" (you may have to move the slider up to find it). Browse to 
the file and click "Finish" and give the file a .odb name.

The file will then open Double click "Tables" and you need tblIR. Having had a 
look at it you will need to design a query to sort using either the design 
wizard or write it yourself using SQL.

I have gone into some detail on this as it is a regularly asked question (even 
though, arguably off topic) but should you require help creating the sort query 
please contact me off-list.
