Usually, behaviour that is intentionally added to software is not considered a bug; rather, some may object to it as a poor design decision. My guess is that this was done for compatibility purposes. Many machines are not configured properly to display PNG images in their web browsers, while JPG images are universally supported out-of-the-box. _________________________________________________________________
