Perhaps you were talking at cross purposes.

Certainly someone can't read a Legacy family file if they don't have Legacy installed on their computer. My quick reading of the full Passage Express is that you can include any file on the Passage Express CD/DVD so I would have thought this could include the Legacy installation file. You can certainly include a Gedcom and Genviewer Lite on a CD/DVD created with the Full version of Passage Express as they talk about it on their website. It's a much more useful package than the free Legacy version.
However, it's not one I own.

using.  No big problem I'll use Genviewer for the family and a version I
have of Photo Albums for the pictures.  Some of my older relatives will have
trouble using that, email is a great accomplishment for some of them.  Have
