Dave B. has confirmed that this is something he needs to take a look at. Currently, what happens is that the first time the master source is used, it will use the Footnote/Endnote variation. The second time the master source is used, even if the detail is different this time, it will only use the subsequent citation format. So, you're not missing something. Rather, Dave is working on tweaking this so it works as would be expected.
