Could you add the children to the step parent, mark them as step
children in the process.
Then when you go to charting they should appear, as all the rest of the
children.

You do not need a text box to insert a picture just click the Image Icon.

I have created a chart and added a text box that I would like to add a picture
to. I found an entry in the help file about how to bring a picture to the
front. According to that there should be an option in the appearance section of
the picture tab but I do not find that choice there. Is that not available yet?
