The "Publish > Export to File" works, but the "File Button > Save"
still does not do anything neither does the "File Button > Save As".
That (supposed to save as a .lwc file) is what seems to be broken in
my system. Does it work on yours?

That one stumped me at first, too, until I went looking in Help &
Options > Help System
Two options (as far as I've discovered so far)...
1) Publish > Export to File
2) File Button > Save
The first method gives you more options.
