Names can be private.

I have one living person in my tree who has a sibling by a relationship
their mother had with the father of someone else in the tree.

There is no public record of that relationship on the Birth Certificate etc
but it is known to some family members.  I would say that it is private
information and not just personal.

I have to be careful when exporting any information from Legacy so that it
does not become public even though the people concerned do not have problem
about the relationship, it is just courtesy to not make public.
