Do you see Legacy in the start menu?

If Yes, right click
  Properties
  Compatability tab
   tick the Run this in XP Mode

Also when you right click the Legacy in Start Menu you may need to
"Run as Administrator"

PS. I have Win 7 64 bit, and Legacy Deluxe and I do not compatability
checked and  Run as Administrator enabled
