It's best to have an artist who is GOOD with photoshop restore them for
you.

I am one who does provide that service, but I am very honest as to if the
photo can be restored or not.  I've had many people give me images that
just can not be restored.

Often the best I can do is bring a sillhouette out of the shadows.

I also educate people on HOW TO PRESERVE the photos they already have.

Not sure if people want to hear more on this, but having that image in
Legacy is a blessing when you are going through your tree.
