Yes, it can.  The Standard Edition of Legacy is free to use.  Anyone can
install it, either from a disk or downloaded from the Legacy web site.

It is the Deluxe Edition that is restricted to those who have paid their
fee.

There is only one program (though a variety of versions around).  All
are Standard until such time as the user enters their Deluxe key.

If your CD has a Deluxe key on it, this should not be passed on unless
you no longer use that key - ie, if you've upgraded to v7.  Only one
person at a time should have access to that key.
