I got the import to work (pilot error).

But it didn't help. Looking at the gedcom the <b> text </b> are still there,
ie. they didn't get converted.

What's the difference between the <b> and the double bracket codes <<b>>.
Should I be seeing those instead?

Was there any changes regarding this in the latest release of Legacy 7.5
(?). I believe the old file was from 7.5 but it's possible I hadn't updated
yet on the old system.
