My great grandfather's name was John Johnson.  He married Mary Jones.  Can you 
imagine saving all the people with these surnames in your database?  You might 
want to temper your selection of names to enter by something other than surname.

It really depends on your goals.

I document "all" people of my surname that lived in certain areas. For example 
all "Kemp" families that lived in Ireland and for the surname:
Garcelon or Starbird - I save everyone of them that I can find.

Why? Like you say - I've found that sooner or later I will fit them in to the 
family tree.

Now with the terrific online trees it is also easy to add them at Ancestry, 
FamilySearch and other sites.
I like the idea that once I've planted and documented a family on those sites 
the data will be available for years to come.

I tend to keep the linked family data on those two sites and of course in my 
Legacy program too.
