Is it true? No. You can still do any work you want on your tree with the 3 exceptions:
1. The Legacy News on the Legacy Home tab wouldn't have the most current news. 2. If you want to sync your tree with new.familysearch.org,(LDS) that wouldn't work. 3. Any use of Bing maps in the Master Location list wouldn't work. But besides these 3 items, you can do whatever work you want.
