If outputting to HTML, you must make sure that on the Source tab of Report Options that you do NOT check the box for “If an event has multiple citations, combine them into one paragraph.” If that box is checked (which I think is the default setting), then the option to include either master source pictures or detail source pictures is greyed out and not available.
