I do not use the Geo database at all, so cannot really help, I do know,
however that there is now a unified one instead of the previous regional
DBs. I have always found it pretty useless outside the US.

I suspect that you are not quite correct in saying that there are no
counties in England, they are. of course, a subset of states/provinces.

I haven't done anything except download and install V8 and then backup
and convert my V7 file to v8.

All the locations seem to be there.  I've checked the folder containing
the old V7 Geo database and the dates there are all earlier than 2010 -
some as early as 2003.

So, am I using the old files, or has v8 automagically installed the
database somewhere else?

Also, according to my database there are no counties in England.  They
all appear as states/provinces - which is nonsense.
