A lot of the discussion here is over extra tweaks people want to do which makes the upgrade sound more complicated than it is. I guess there’s 30 or so regular listers here compared to the 100’s who have installed the program. If you follow the installation instructions and install it to the folders Legacy recommends you shouldn’t have any problems. And then let the installation copy family file when L8 starts. I’ve installed it on Windows 8.1 without problem.
L8 is quite different so it does take a little while to wander around it, but it is time well spent.
