Maybe FTM 2009 doesn't have the capability to export links in a GEDCOM. All I know is the current version of FTM will do it if the links in your FTM data file are actually linked. You have to select your destination as FTM after selecting GEDCOM 5.5 otherwise it won't work. I selected FTM 16 and it worked.
You might have to upgrade to the latest FTM version, but prior to doing so I would make sure your images in FTM are actually linked to people. There's no sense spending money on an upgrade if it doesn't work either because nothing is linked. I opened the GEDCOM I exported from FTM using Wordpad then searched for ".jpg". Create a GEDCOM for FTM with Family Tree Maker as the destination.
