This is a bug that was identified about a week ago. If you are relying on legacy to set the first characters to capitals and enter a location where one part is an abbreviation that needs to be converted to all caps, then you get the scrambled form that you are seeing. For now, either spell out united states, or set your own capitalization. This should be fixed in the next release.
