No. It should be accessible to anyone who has the link. I use this all the time, when I want to share documents, photos, etc with someone else. It's better than attaching a file to an email, as it keeps the size of the email down while still giving the recipient access to the file. Click on the link, and when the page comes up in your browser you should see a button to download the file. Click on that, tell your computer where to put the file (into your Downloads folder is fine unless you want to put it somewhere else for your own reasons). Then carry on with the install as instructed originally (run/execute the file, I expect).
