The OP could also maintain the same number of people but customize the included 
parameters of the GEDCOM. Of course, that would not have as great an effect as 
simply reducing the number of people and unless one knows what they are doing 
in customizing the output of the GEDCOM, the resultant file could be lacking 
some important information. I'm still trying to figure out why the need to 
reduce the GEDCOM file size.

File size of anything is dependent on its' content. In this case, the number of 
people in the GED.
