Not exactly a report but Search ->Find -> Detailed Search and then Look for
whom=Individual, Where to look=Notes-General (or Research or.....), How to
look=Wildcard, What to look for=?*

And then Create List

It gives a Search list with all persons having notes where you can step
thru and edit
