No, the encapsulating of messages has nothing to do with the format of the email. It is solely due to new rules imposed by some ISPs (yahoo.com being the most prominent) which have broken the usual way for an email list to re-transmit messages to list members. All email from those ISPs whether in plain text or HTML have to be transmitted as attachments.
