Search > Find > Detailed Search tab.

Look for Individual > Event Place > Equal to > (just leave this field blank)

If you also want to find Marriage Events, add a second condition OR

Marriage > Marr. Event-Place > Equal to > (just leave this field blank)

However, that generates a list of individuals using events that have no
location.

There's no specific search within the locations themselves.

Then go to Reports > Other Reports > Event Report and create the report for
Only Individuals in the Search List. On the Style tab, select List style.
You could remove Event Date and Event Notes, but I'd keep the Name and
Description.

That will show all events for those individuals, but you can scan down the
list for the ones which don't have locations.
