Legacy also has a "description" field for events and that might is one reason it doesn't translate correctly. Ancestry would need to look for the NOTE tag in the gedcom and translate it to that Desc field.
I do see the "Notes" field now under the Tools icon. (thank you for that!) I will have to play with that a bit. Since Legacy uses the standard gedcom NOTE tag then Ancestry needs to be the one to interpret that information correctly when it is uploaded. In Facts you can add a description to the fact. There is another place under Tools in the upper right corner that notes and comments can be entered.
