I guess you mean Washington State and not Western Australia as you're
not part of my Legacy Group here :-D
Yes you can keep your media in sub-folders of the one Media folder.
You tell Legacy at Options - Customise 6.2 where that parent Media
folder is.
What sub-folders you use is up to you. Whatever organisation system that
makes sense to you. The key is that they are all sub-folders of the one
folder rather than folders scattered around your computer.
You can move attached media around into different sub-folders and then
use the Legacy Tool, the Media Relinker, to fix the links in Legacy.
It's a good idea to make sure you don't have broken media links before
you start re-arranging.
Provided a) you don't have too many levels of sub-folders and b) you
haven't changed the actual filenames, then all will be relinked. In the
Relinker you MUST make sure you choose the copy of the media that is not
only the right file but the right file in the right folder if it finds
more than one copy.

In our Legacy User group here in WA it has been suggested that media
files can be separated into groups (photos, PDFs, Documents, etc) as
long as they are placed in files subordinate to the Legacy Media file
location.
Is this correct and, if so, does it make sense?
