I live in Virginia. Virginia is strange in that it is a Commonwealth. Therefore our cities are not in counties. All are very separate jurisdictions. I live in the City of Richmond yet it is not in a county. Prior I lived in Henrico County which is a totally separate government. Another example, the Town of Ashland is physically located in Hanover County but you would not list it as Ashland, Hanover County. I would suggest “Town of Ashland” as that is what it is referred to locally. Hope this helps!
