The limit is not on the number of people in your file but the overall file size. The maximum file size allowed by the database is 2 gigabytes (you will have problems when the size approaches the limit) If you have a lot of long notes in Events, Stories, etc. the space for a single person grows quite large (each note can be up to 1,000,000 bytes). A bare-bones entry with only 'vital events like Birth, Baptism, Death and Burial and no notes or events takes only a couple hundred bytes.

In nay event 27,000 people is not even close to the upper limit.
