Chris,
Entering locations in a Legacy file does NOT affect the Geo database
(GeoDB). That is a separate database that is not connected to the Legacy
file. You can use the GeoDB to populate the Master Locations list in a
Legacy database but that is a one way copy from the GeoDB to the Legacy
file and entries in the Master List/Location do not copy to the GeoDB.
You are also wrong in thinking that opening View > Master Lists >
Location will include the contents of the GeoDB. The editing of the
Master List of Locations only affects entries in the Legacy Database.
There are tools to merge Locations in the Master list to make the list
standard so you can merge an entry of Newark, CT, USA with the "correct"
Newark, New Haven, Connecticut, United States entry so all uses of
Newark, CT, USA are changed to Newark, New Haven, Connecticut, United
States.

If you have been entering incorrect locations then it will have effects.
Firstly, the information will added to the inbuilt location database and
may then be used for other location entries that match. Remember that
Legacy will always show the nearest, ie matching at the start, entries
as you make new additions. If you have downloaded the Legacy Geo
Database you will be making additions to the entries there.
What you need to do is to open View / Master Lists / Location. This will
show you a list of all the of locations in the system - both the Geo
Database and your own. Given that your entries are variations on the Geo
Database list, you then have the ability to merge the incorrect ones
with the valid ones. Just select a group which are wrong, click on
Combine, select the valid one and click on Combine With. If are no valid
versions, then you just need to edit your entries, and combining where
needed.
From Options you can delete incorrect entries, so long as they are not
in use. Options / Print / Location Report will give you a list of all or
those in use, showing who is using them - this can take a long time to
run. Also note that legacy has different ways of viewing the location,
basically from inside to out or from outside to in - LA, California, US
or US, California, LA.
Regards
Chris

Subject: [LegacyUG] US State Names
I have been inconsistent entering data and have some state names
spelled out and others abbreviated.
Will the Master Location/Options/Expand-Contract Location Parts make
entire-database changes to appreviate
Any State name spelled out? Do I need to select/deselect something to
make it do that?
