Change your settings in iPhone to JPG. Makes life a lot simpler. Storage on iPhone is cheap - $1/mo fo 50 GB storage in iCloud.
If you don’t want to do that, then get a photo program that converts Apple format to Jpg and do that for every photo you take and want to use in Legacy. That’s a pain and requires lots of time and fiddling with file formats, saving files, creating folders, etc. Good luck!
