That's kind of a difficult question to answer. It depends on how you are
going to use the device. I highly recommend the latest version of Windows
CE ... Version 3.0. It seems to be a lot more stable and responsive.
Pocket Genealogist uses the "internal" database on these devices and Version
3.0 seems to work a lot better if you have large amounts of data.
With that in mind, you basically have two choices.
The HPC/2000 Version of CE - only device that I know of that uses this
version is the HP Jornada 720. This is the replacement for the HP 680/690
but comes with a faster processor. (and CE 3.0) This is the "style" that
looks like a mini-laptop. It has a keyboard although you either have to
have small hands or very nimble fingers if you want to try and touch-type
and a 1/2 VGA screen. (640x240) These go for about 800 to 900 dollars. (I
hope you were sitting!)
The other "style" of CE 3.0 comes with PocketPC's. (No keyboard, about the
same size as the 3-com Palm and Handspring Visor) Compaq, HP, Casio, and
others make them. They are all nice machines, each has their own
advantages. These models go for between $350 to $650.
I personally have a Compaq iPaq, I like it because it has the fastest
processor and it is the only one that was designed to be able to be viewed
in direct sunlight. You might start by checking out these sites to find
reviews about each model. (as well as each vendor site)

Pocket Genealogist will work with any CE device running CE 2.0 or better,
this encompasses MOST devices.
