This is beginning to sound like FIDOnet of old! Real discussion of the topic
often got lost in all the name calling and telling each other how
incompetent they are. Having been a list moderator before, I know just how
thankless a job it is, but also how very much needed it is if the list is to
grow and prosper.
I think it is time for the list owner/moderator to start enforcing the
rules - starting with #1

tolerance
: and remember that we were all beginners at one time.
I think that should be quickly followed by strict enforcement of Rule #2.

Another thing that would be very helpful is if the list rules and policies
are sent to folks when they sign up for it. I did not get a copy until
after I had posted a illegal message. Rules do little good if people are not
aware of them or if they are not enforced.
I really like this list in many ways - and in the short time I have been on
it, I have learned a lot about the software and how to use it more
effectively. For those who do understand that people are human and may make
mistakes or ask silly questions I commend you! It is that spirit that
brings us all together and helps us all learn.
