I have both FTW and Legacy and in the past have had trouble using gedcoms between the two. What I did is install PAF, import the gedcom there, then make a new one in PAFand import that one into Legacy and/or FTW. Works for me, but I didn't fine tune all the commas etc. Worth a try?
