I have checked my machine for the oem*.inf files and find only 4 ... none of which is at 0kb. You say you found 23,000+ of these? I am seemingly constantly downloading and trying-out all kinds of new programs, etc. and then un-installing those that I don't plan to use. Do you have any idea where, or how, you have generated that many of this kind of file? Have you re-checked to see if some internal loop is re-building them as you go along? Sounds very strange at first blush...
