This is more work than a direct translation, but it looks like it
can be done. This is a good question for the Legacy programmers.

Yes, it seems like only a few words have to be manually translated to make a complete report in an other language. I have fooled around with the sentence substitution and it seems to work well. I wish the people at Millennia took a closer look at this matter and made it a priority.
